Shadow chancellor promises landfill tax floor, but not a carbon tax

In a rare speech on environmental issues given on Tuesday, UK shadow chancellor George Osborne said the Conservative Party is consulting on the creation of a green investment bank to provide a single source of funds for “green investment projects” and “green start-ups”.
